How's the weather near Cancun?

We're headed there in 3 weeks and haven't been there this time of year. We'll be there November 20-28. Last year we went the first week in October and it was crazy hot.

Are most people wearing tank tops and shorts during the day? Does it get cool at night?

Weather on Sat was 86F and nice breezes blowing. The water is around 81F, so it should be nice. I went in Nov a couple of years back and the weather was perfect. It's warm at night. I would suspect unless you are easily chilled that you would need anything other than day wear.
