I did a search on Scuba Board to see what I could find out about San Pedro Underwater Archaeological Preserve State Park, but got zero results.

It is located between key largo and key west.

I know that is only in 18 ft water but the state park site makes it sound interesting. It sounds like you may have to take a boat, I am not sure if it is a walk-up shore dive.

Any discussion would be appreciated.

I would kayak to it from Tea Table Fill early in the morning.
At 18 feet deep and due to its' small size, I would snorkle it on the incoming slack tide for best viz.

I'm not personally familiar with that dive site, but there are no "walk-up shore dives" in the Florida Keys of much interest. I agree with Chug's suggestion to paddle to it.
 
as you stated in your previous post, you have limited time in the upper keys. the san pedro site combined with a tour of indian key, lignumvitae key(both in the fl state park system)and robbies tarpon feeding(rent kayaks and boats there as well) is worthy of a day spent but probably not @ the expense of a day on the reef diving. located in hawks channel(the mooring balls can be seen from indian key), the site often has mediocre viz, it's hit or miss. key dives is the nearest dive/snorkel operator, perhaps they might visit the site along with a reef dive,,,,

Indian Key and Lignumvitae Key are reaaly interesting for the state sponsored tours.
