The only places I hear people talk about fresh water diving around VA are Millbrook and Lake Rawlings. There is also a dive site called Dutch Springs that isn't too far.
I have had some fun diving tiny urban creeks, walk em and you will find pools, not really deep but interesting to see the life in them. 4 mile run near Shirlington was my first.
