Pennecamp Park has a small lagoon if you just want to dial in your weight or get wet. It's not real impressive,....until some 3 ft tarpon go cruising around you
 
Since the Upper Keys is all coral with no sand beaches except private, artificial beaches and most of the useful shoreline covered by either el richo folks or wild vegetation plus a law the doesn't permit diving a certain distance from shore, you'll find it hard to come by much, if any, shore diving.
