Which lens would be the best choice for shooting large pelagic (like mantas) with a D300s? I new to underwater digital so any advice I can get will be appreciated. Thanks.

Yes, the Tokina 10-17mm is a wonderful lens, but only if you can get really close. Otherwise, even large pelagics will look like fly sh*t in your photos, even with full zoom.
 
The Tokina 10-17 is for DX type of cameras only, is this correct? Meaning it won't work great with FX cameras such as the new D800?

Yes, that is correct. An FX "equivalent" would be something along the lines of the Nikon 14-24.

Yes, but it would be a longer effective focal length. A 14-24 would be less wide-angle (about 20-36 equivalent, which isn't that wide for UW).
