just a wild guess because the pictures aren't clear and you don't really have a good look at the business end of it but judging by the length of the hose on it I'm going to say it's a portable cleaning installation of some kind, maybe part of a home-made portable sand blaster.

Kinda resembles a confined space entry kit for clean fuel tanks and things like that.

any idea what gas is in the cylinders? they seem to have male threads. i have a similar setup for charging nitrogen shocks...

What kind of plants are they growing?

Or what kind of beer are they drinking?

Looks to me like a CO2 tank setup.

What part of the world are those valves in/from?

They look like they could be CGA 540 valves
CGA_540_valve.jpg

which would mean the tanks hold 100% O2 and given the hose lengths its probably a surface supplied O2 rig to setup a deco station.

CGA 320 valves look similar and are unique for CO2 however.

not exactly sure but looks like some sort of compressor to me!

yeah, that was my first impression too.

I wonder if it's even diving related. One of the posts about it maybe containing C02 made me wonder if it might be part of a CO2 installation for aquariums.
