I'm planning on DIY project and planning on building a small wet sub or scooter type thing. I am definitely powering it with electric trolling motors.I have not made very much progress on the design and my budget is limited. I am currently debating between two designs, one more like a wet sub with a sit up design and lap bars. about 3.5 feet wide, about 4 ft tall, and about 5ft long. IT would have lots of cargo space and many accessories. I was also thinking that I could make it float and double as a small boat. My other design is simpler and will probably be easier, but will have less features. It is more open and designed like a motorcycle or jetski. With this design you lean forward and control it wth handle bars. Any thoughts?
 
Search for Human Powered Submarine races for ideas. Have you thought about how to transition from a fully-flooded wet submarine to a mostly-no-water-inside boat ?
 
Depending on your design, you may need inflatable bladders to raise the sub enough that the gunnels are above water so that you can pump out the water. There are submersible electric bilge pumps. And I think Gusher makes some manual bilge pumps. Flooding and floating may require moving a lot of water.
 
Perhaps a submersible canoe style wetsub would be best for your needs. Power it with one or two off the shelf dpv's. I am planning on buidling one myself and know of quite a few others. There are lots of home-built submersibles around.
