Headed to puerta galera and tubbataha next week.would like to know what to anticipate in water temps if you know.
 
I usually record between 82 and 85 degrees Fahrenheit in Puerta Galera. Do not know about Tubbataha, but I get around the same temps diving Moalboal in Cebu.
 
Also not sure about PG and Tubataha but anilao and Subic were both 29°C / 84° F consistently. Slight temp drop at 40m.
 
Expect anywhere between mid to high 20's

Annually, yes. Next week (per the OP) will be at the upper end of that range, maybe even 30 near the surface

Recently back from Puerto Galera. Bottom temps were in the 84-86 F range
 
The typical water temp in PG is around 29C/84F this time of year, that was the temp in Anilao around 10 days back. We just returned from Tubbataha yesterday and had typical water temperatures of 30-32C/86-90F in the shallows which dropped to a shivering 29C/84F down at 60m - basically warm soup!
