Well its certainly illegal - the rules at the cove concerning harassment are pretty clear. Unfortunately, I doubt much can be done.

I did the same and made it clear in the comment section that it is illegal to harass wildlife at La Jolla cove.

Well it is a State Marine Reserve (Matlahuayl) and to my understanding you cannot touch wildlife. Thanks for pointing it out. I've emailed the Ca Dept of Fish and Wildlife San Diego division and let them know about it.
