If I want to see small school of mantas, shall I go to Malapascua or Ticao ??

I great as the diving in Malapascua is, I don't think a school of mantas is very common. However a school of devil rays(mobulas) is quite common, as well as individual devil rays quite often and single mantas, sometimes.

I can't comment on what happens at Ticao.
 
I was in Malapascua in June 2011 and although I did not see any schools of Mantas, there was a Giant Manta and a Mobula at Monad Shoals. The Giant Manta was between 18 - 20 feet across.
 
Mantas in Monad and are very large. I used to see on with about a 15 to 20ft wingspan. Easily identifiable since there were fishing lines on it.
