Read the book "Submerged" by Dan Lenihan if you want an overview of what happens in the US. And it's still happening ... just read a story recently from the guy who's trying to get funding to bring up artifacts from the Santa Maria ... seems he's competing with private "prospectors" who think those artifacts would be better suited for their living room ...

It's not just the artifacts that these people steal, it's the knowledge that archaeologists could have obtained by studying the artifacts in their proper context. Once the artifacts are removed that knowledge is lost forever and a potential piece of the historical "jigsaw puzzle" is gone.
 
Yeah, just imagine the historical knowledge that would have been lost but for the confiscation of a couple more old cannon.
