Who does VIP, Hydro, and Reg Servicing on Molokai and Lanai?

no idea, but usually you can get the hydro shops to throw a vip sticker on there since it is part of most hydro procedures, they usually will slap one on there. Depending on the regs you can learn to do those yourself.
 
There is a PHMSA DOT file that shows all those certified to do hydrostatic testing. The website seems to be down for me, but once it is up I can try and pull the file for you.

Typically the places that will do it are fire equipment testing places. What you do then is call and ask if they test scuba tanks and if they vip too. I've paid about $15 for hydro and $3 for vip (to throw the sticker on basically). Pretty simple process.
 
Probably no one. It's only two hours from Molokai by ferry to Maui - so probably someone like B&B in Kihei does their hydros. It looks like the only dive shop on Molokai is Molokai Fish and Dive - Molokai scuba diving Diving doesn't seem to be much of their business - if you click on "View Current Activities Schedule" for diving all it says is Call.

And the only one on Lanai is owned by Trilogy Ocean Sports - the Sailing charter people. .: Trilogy Ocean Sports Lana`i - Scuba Diving on Lana`i
Trilogy Ocean Sports is the only full service dive operation on the island of Lana`i.

Since Lahaina Divers, Extended Horizons, Hawaii Rafting and other shops go to Lanai daily from Maui I'm guessing a lot of diving is done that way. It's what we do.

Are you aware of how few people/resorts are on each island? (3500 Lanai/7500 Molokai). Not a huge base to draw from for a dive op. All their Lanai business probably comes from day people over on the ferry who want to dive the bay or the Four Seasons properties - I think there's 3? There's only 1 small hotel and about 5-6 small condo complexes on Molokai also afaik.
