Northern Samar. Quite far off the beaten path. There is very little tourist infrastructure there. I actually dove there a few years ago because I happened to be there for other reasons. But it's not really a dive destination per se.

p.s. Kudos to the Biri Initiative for trying to improve the health of their coral reefs! :)

I checked out their website because the "fish hatchery" sounded intriguing. Anybody else a bit worried that they're actually harvesting larvae from the wild for grow-out? Some organisms may be dependent on zooplankton for sustenance; depleting that resource may have a negative effect on those organisms....
