Is there any way to select the primary transmitter on the surface. I have two transmitters each connect to a different set of regs. I want to be able to select the primary transmitter.

No. Transmitter one is always the primary. You are able to switch from transmitter one to two during the dive only. So you either switch transmitters or the ID numbers in your computer. This is stated in the manual.
