Where to stay to dive w/ whale sharks and dive ceynotes?

Is it possible to combine diving w/ whale sharks (Holbox Island) and dive some ceynotes? If so where would you stay? Holbox Island, Isla Mujeres, Riviera Maya?

The Mexican government does not allow diving with Whale Sharks in their territorial waters.

The only place in the Caribbean that it's allowed is Belize. They're only seen there around full-moons in spring/summer when the Cubera Snapper spawn. It's also specifically only at Gladden Spit - a tiny atoll? in South Belize. Some friends did it a couple years ago - over two trips they dove with 8 total.

April 4th to April 13th
May 3rd to May 12th
June 2nd to June 11th

Splash Diving is one of the operations that specialize in it there but many of the dive resorts nearby either do it as an option or have a pre-set schedule as well. Those tend to be costlier as they have to charge for the time/gas to get there. You could do a Belize/mainland Mexico trip - Tropic Air flies from Cancun to Belize City. https://www.tropicair.com/w1/

Splash offers packages including local flights from there. It's also possible to cross by bus or even one ferry option. From there it's a bus or local flight to Belize City then south. Maya Island Air is the other option for internal Belize flights. Almost all the internal Belize flights go thru Belize City first.
 
Like said, you wont be able to dive with the whalesharks in Mexico. But also snorkeling with them is a great experience. But you can do this in a one day trip and dive the rest of your stay the Cenotes. I would stay around the Playa del Carmen area for that. The whalesharks are around from May to September.
