It's a little trick with white balance (manual set white balance: turn the camera to blue at the depth of taking the picture and set it).

Actualy, the water is warm - it's 24-25 C at surface, 21 C at 30 m and 17 below 40 m.

The funky fish is "Zeus faber". I believe it's called "John Dory" in English. It's common in the Mediterranean Sea and round the south-western coasts of England.
