Spring Straps: How much should they be stretched when ON?

With my Imperial Turtles and Size 10 new style RockBoots it is just under 11” from hole to hole around the heel.

If I get 10” straps, would they be short enough? Is less than 1” stretch going to apply enough force to keep my foot in the fin securely?
