Well, it's as done as it's going to be, and basically nobody likes it.

The DHS has erected "little Guantanmo" on the pier to "protect" the cruise ship
passengers. Public access to the pier is restricted when a cruise ship is in
port.

(what protection a chain-link fence on top of a Jersey barracade offers is
another debate)

The height of the pier is too close to the water at the high tide mark to be
useful to many boats. Search the archives at West Hawaii Today and you'll
find more of the story.

That said, just for grins we did a dive to the north(-ish, turn right from the
boat ramp) there the other day, and spent some time watching a small
squadron of spotted eagle rays feeding in about 70 FSW near the edge of
the reef in the sand.
