I am looking to get myself a digital camera for use both on land and while diving.

I was considering the Sea Life DC310 - but I can't find too many positive comments.

I have seen the Panasonic FZ3 and I must say that it sounds great - 12x optical zoom, Leica optics, image stabilization....

Problem is - I can't seem to find an underwater housing for it. Any ideas?

Not all cameras have underwater housing made for them.
Don't buy camera until you bought housing.

According to Digideep (who keep a comprehensive list of cameras and housings available for them) there is no housing available for this camera unless you consider a Ewa Marine bag (sort of glorified heavy duty zip-lock bag):
