I am planning a beach dive at the jetties at the entrance to St. Andrews Bay at Panama City Beach, at the park there.

Should I go at the slack tide at low tide, or should I wait until slack tide ends and the water starts coming in? I am concerned about current and visibility. I have been there with really bad vis. and current, both.

Definately slack tide, which will make your dive a nightdive... No daytime slacktides until March!

I think he meant the low slack tide rather than high. I would think as close as you can get to high tide owuld be best, since youd have clearer water. Then you can go out at the beach side and drift in along the outside of the jetties. Slack low will probably be crap though.
