if you don;t what to buy one of the Halcyon knives what are people using instead?

Shears? Zknife? little stubby knife?
 
You can make your own easily... just grab a cheapo paring knife from wallmart, score the tip and break it off, and make a sheath out of a piece of webbing.

Many variations, but that's the down and dirty way.

Shears work really well too. Buy them from a medical supply store and save a bundle.

Go to local grage sale, buy a few knives for 25 cents, break the tip off them. Done.
 
I bet we can get him all the cutting devices he'll ever need for under $35:

Allmed also has EMT shears. Big 7 1/4 inch ones (same as SeaSnips) are $4.63:

My LDS wants $28 for the Seasnips... screw that. You can hit a medical supply store and buy half a dozen or more for that price.
