Who should sign: Everyone. The reefs and oceans belong to everyone everywhere, not just residents of South Florida.
What the petition asks is simple. It asks the Florida Department of Environmental Protection require the City of Delray to comply with existing federal law (Clean Water Act), before renewing their outfall permit. This petition will not end the outfall. It will just require that the outfall discontinue the dumping of harmful levels of nutrients. The full text of the petition here.
Folks, this stuff is nasty. Delray pumps 400 MILLION gallons a month right in the reefline. It's only a mile offshore. Forgetting compliance with the Federal law for a moment, their permit isn't even truthful. According to their permit , their pipe poops out at 26 28.000N, 080 01.000W.
In fact, the pipe poops out at 26 27.715 N, 80 02.525 W, a "discrepancy" of 1.39 nautical miles! They told the E.P.A. that they were 1.39 nm farther offshore than where they actually dump!
Palm Beach County Reef Rescue , working with EPA and Harbor Branch Research Institute, have established clear, unequivocal cause/effect relationship between nutient levels of the outfall and devastating, killing blooms of Red Algae.
