I have a Nikon 4600 and am a noob. I hear alot about
"I set the camera to f 2.8 (as low as it will go) and a shutter speed of 1/60,"
The instructions with the camera suck and I see no setting to change these options. The only option I see is exposure time showing as +2 to -2. Where are these settings?

I don't think your camera allows you to use manual controls. Looks to me like it doesn't allow many controls at all. Here is what I found for the specs.

If you really want to get the best from your photos, it's time to ebay it and get a camera with manual capabilities.
