I am compiling a library of US States' Artificial Reef Plans. So far less than half the US Coastal States have them accessable from the internet. If anyone reading this has electronic access to and can send me a copy, I will make my library and their URLs available to them. Also I am compiling a list of contacts for individual States' Reef Coordinators. Any help with this is appreciated.
Texas passed the artificial reef act in 1989, Establishing the Artificial reef advisory committee and making it part of the Parks and Wildlife code. Chapter 89. TPWD has a web site and lists its coordinators.

Unlike most other coastal states, Oregon does not have an artificial reef program dedicated to creating reefs for habitat restoration or fishery enhancement.
