I've heard the figure that the human body is roughly 75% water (if I'm wrong, please correct me).

My question is: is that by weight or by volume?

For instance, if a person weighs 200lbs, does that mean that he's carrying 140lbs of water around with him wherever he goes?

That percentage is typically expressed as weight, and the 75% figure is too high for normal adults

It's more on the order of 60-65% for normal adult males, and 50-60% for normal adult females.

Best regards.
