This has been folk wisdom for ages. My Cave instructor made us do a 5 minute safety stop at depth and another 5 minute stop by the steps before we hauled our butts out of the water. It just makes sense for divers to take it easy and keep themselves safe.

Caveat: I'm NOT a medical doctor!
