Is there a web site ,that an average diver can access, that will give the requirements for the PADI specialty couses?

As far as specific skills and benchmarks probably not, that would be in the Instructor Manual.

I'm sure you could stop by your LDS and talk to an instructor about the specific requirements. Most specialties are not demanding enough to be something you need to worry about in advance.

PADI sells the instructor manuals for big bucks so the info is copyrighted and maybe they don't want people "self training". Go talk to an instructor.
 
It's only classified if you don't know the double-secret handshake....:D

On PADI.com there's a section called "PADI Courses" that lists the prerequisites for each course as well as how many dives are required for cert. Specific skills etc are covered in the Instructor Manual. If you have any specific questions check with your local Instructors.
