My new dive buddy loves Netarts on the Oregon coast. I've never been there but he's says there is lots to see. Max depth is around 35'. Not too many other ocean spots in OR. Most folks from my area (Salem, OR) go to Hood Canal in WA.

Clear Lake up near the Santiam Pass is an excellent lake dive with visibility at 300'+. It's fed by springs and the water temp is around 37-40 year round. But, the road to the lake closes in the winter because of snow.

I personally recommend the Hoodsport, WA area. That's the only place in WA I've been to but it's excellent. There are many other excellent dive spots in the Puget Sound area. Those folks up north are VERY lucky.
