The article talks about it becoming an attraction for divers AFTER it closed.

Seems to me that it would have been a far more popular scuba attraction BEFORE it closed.

Underwater strip club, without a doubt the most off the wall dive for a bucket list.

My first thought is that it probably didn't start life as a "gentleman's club". Tried adding the girls to justify high prices for drinks.
 
My take is that it's still dry inside.
