I recently bought some split fins and wondering what would be the best leg exercises for the flutter kick?

Obviously flutter kicking in a pool or other water would be best, but I don't have easy access to these right now. Any suggestions are welcome.
 
bike riding
 
There is a number of exercisis for leg muscle strength buildup including biking. However biking is a poor choice to practice flutter kick.
