Plenty of divers use soft backpacks and harnesses for dives now (search BP&W threads). Perhaps get inventive, find a good tailor and have a combo para/dive rig made.... and use it with a side-mount strategy. One harness, two functions. As long as you can cut-away the chute. Clips at chest and hips for the side-mount cylinders... just have to integrate a small-capacity wing behind the chute bag.
If you're still in the military, make contact with the guys who do the parachute rigging. In the UK, the RAF's 'Survival Equipment Fitters' could knock-out jobs like that easily. I'm sure the US armed forces has similar capacity?
You really need to take the expert advice from the parachute side of the equation - whatever you do shouldn't compromise the integrity and function of your chute.
