Where to do DM course or internship and maybe instructor course?

I am planning to get DM cert and maybe instructor too. Considering cozumel, bay islands and Belize. Cost of course and of living are big factors for me. Would like to hear from anyone who's trained in any of these places as to their experience and recommendations. I have about 400 dives but still need to do rescue course. Aside from cost, biggest factor is spending as much time diving as possible and quality of instructor.

I did mine on Roatan back in 2004 and had an awesome time! living wasn't that expensive, but then maybe it's gone up a little since then ?! If you're thinking central america why not come see me in Costa Rica? We have some great packages including free divemaster courses if you are taking your instructor course as well.
