A housing for the Rebel XTI may run you twice as much as the camera maybe more this is kind of common for Digital SLR cameras. Also taking a expensive camera underwater can get expensive because it isn't a matter of if you'll flood a camera it is a matter of when you will.
My suggestion is stay with a less expensive point and shoot camera and housing.

I am selling a brand new housing for the canon SD880.... asking $150 and you can find the camera online for around $225+/- giving you a complete package for under $400
