Crackdown on tour operators who feed the fish and allow divers to hold the reef

Most of the new divers tend to stay above the reef and don't come into contact with it. Swim throughs tend to be an issue for them. They float to high and hit coral or start to fin to early, before they clear the reef. But that is inocent contact for the most part.
Photographers are the divers I see touching, grabbing and bumping into the reef. In fact, I would say that an equal amount do as don't. They often are repeat, long time customers, have money, tip well and are seldom (but sometimes) talked to about it by the DM.
I did see a photographer messing with an Octo with his photo stick. Octo nearly took it from him. It was another op, so I didn't get the chance to give him my opinion on messing with octos.

Who are you diving with in Cozumel that you are constantly diving with divers abusing the reef all the time? Do you continue to dive with the same op that is allowing this to happen on so many of your dives or because it's so rampant in Cozumel, do you find yourself constantly diving with a new op on every trip, in search of trying to find one who will stop this abuse and ease your pain of witnessing this all the time, especially an op who will fulfill your desires to tell the diver to take a hike, you're not diving with us anymore?

Maybe he's trying, in a nervous, timid sort of way, to tell us that he has some bad habits. That would account for him seeing something sooooo often that seems to be so rare in most other posters exierience.
Personally, I have yet to dive with any operator who didnt have dive safety and reef conservation as top priorities.
Um, I don't believe that the Chief was being serious. But you are right; there probably aren't any reefs in 3000' of water where the Scuba Mau boat is on the bottom.
