Obviously the southern reefs are off limits. If you can find an operator to go to the north reefs (san juan, barracuda) you "could" spear fish but why. The east side of the island is an option when the weathers good but that is not the case this time of the year. Why do you want to spear fish. Cozumel is really not the place for that.
You may spearfish outside of the Marine Park limits. This means way up north or around east, both of which are quite isolated & can have somehat rough surface conditions. Shore access can involve heavy undertow & other potentially dangerous conditions.
