Very good points made so far. I have a few questions (which you needn't answer of course):

1) Why did you think of PFO? Sometimes, when someone offers a question of self-diagnosis, especially a cardiac one, there may be a point of simmering worry about personal/family history.

I'm a bit curious about the apparent asymmetry of the event.

2) Was there any weakness in the arm?
3) How long did the episode last and did it resolve by itself?
4) Do you notice anything else strange happening? Perhaps any change of vision or balance or speech or thinking?

1.) I heard that one test of the PFO involves coughing or sneezing while being monitored as this can cause the PFO to open
2.) As it is currently suffering tendenitis and a possile ACL hard to judge
3.) Only about 30 seconds an yes it returned to normal
4.) other than "Man that is a strange feeling" nothing odd that I noticed! I was sitting down when it happened so I didn't notice anything about balance and I wasn't talking so I didn't notice speech. No vision canges.

Ok, sounds fine. I was just poking to see if there might've been a reason to suspect a mini-stroke; more properly, a "transient ischemic attack" (TIA) -- kind of an extreme thing to think of, but something you wouldn't want to overlook. But shoulder tendonitis or inflammation (not sure what you mean by "ACL") combined with exceptional jolts from a sneezing fit could irritate some of the nerves which pass that region.
