Barnacle cuts then rash a week later?

I dove July 27 at an oil rig off Corpus Christi, and I accidentally rubbed my leg up against the barnacle area of the rig. Immediately there was pain and burning, and I assumed it would heal like another other abrasion.

As the days went by, it scabbed over and looked like it was healing normally, but Sunday (a week later) it started to itch like crazy. It's now raised and looks like a rash exactly where the cuts were.

The doctor said there's no infection and just prescribed a steroid ointment. Any idea on what it is?
 
My recommendations is Hydrogen pyroxide and Neosporin. First clean it out real well with Hydrogen pyroxide, then bandage it up loosely with some neosporin ointment. I have been cut and have had similar "Exposure" to barnicle on my Boat when I lived in Miami. I never get infections, however it seems to take AGES to heal, until I learned the secret.

Treat it as a Coral exposure.
