They do negotiate. You can usually get something like 10% off MSRP. You can get more if you buy a package, or if you have more than one person buying at the same time.

Yes, many will negotiate. The only way to know what deal you can get is to call some shops and ask. I'd try calling Mike at DRIS, DiveRightInScuba, I was offered a killer deal a while back. It will often depend what other options you go with, the more you buy the better the discount.
