They help snug up the boots on my dry suit. It depends on what you mean by "Does this work?".
 
A buddy and I had to keep them in with the OMS slipstreams due to being too wide of a pocket. I got new fins and sold the OMS ones.

So, they do work with open-heel fins. I was only able to find pictures of fin keepers with full foot fins. Thanks.
 
You still haven't said what problem you are trying to solve.

No, but if I were, would fin keepers help keep them on?
 
Most people I know use them to tighten up their drysuit booties with Turbo Soles. Nothing to do with the fins themselves.
