I may be going down to the keys the end of Nov. and I was wondering what the water temp usually is and what is the ocean like ,rough?

I think mid-70s would be worst case. You can get both water temp and weather forecasts here:

The weather is dependent on the cold fronts by late November. You have to watch the fronts. The good thing is, our weather gets more predictable from November to April as each front has a typical pattern as they pass through.
 
.... but I was there last week and the water was right around 80.
