Assume no liveboard.
In Bali you can have 2-3 dives a day for a month. All site can be reached within 4 hours from South - Kuta, Nusadua, or Sanur. Or you can stay few days at Pemuteran, few days at Tulamben then Candi Dasa. For accomodation you can choose from 5$ simple room with fan to more 2000$ lavish suite. Dive cost package ussualy from 30 to 80$ depend the locations and how you go there.
Other better choice of course Menado - Bunaken and Lembeh or East Indonesia which is considered more costly.
