Actually, the title says it all. I have some masks with neoprene rubber skirts and neoprene jet fins and am wondering if vinegar will hurt neoprene? I would be using the vinegar to remove some salt/mineral corrosion and build-up on the strap hardware.

Vinegar works for all sorts of stuff.
It won't bother your neoprene or hardware a bit, but you'll not want to let hardware soak for a long time (no overnighters - it will etch unplated brass if left in for hours)
You shouldn't need much more than a half hour; I go 20 minutes & it loosens the crud very well.
Also good for de-stinking wetsuits.
Rinse well.
