I bought another grab bag of goodies and included was the item pictured below. I think it is a scooter mount for a camera. There are no manufacturer markings on it. If you turn the large handle it tightens down the two pieces that have the V notch in them.

That is actually a c-clamp for mounting photography gear to random poles, or other bits.

The silver or brass nipple thing at the top of the picture mates with the female end of another part that the strobe mounts to... uhh see here-> Flash & Umbrella Mounting Accessories

in the top item, replace the tripod with your doo-dad, the third item is what mates with your clamp.

Clear as mud I'm sure. :)
