So I bought some empty weight bags on ebay and am having a hard time finding a store nearby (Gander Mt. doesn't even carry it) that sells lead shot without ordering it online.
I can find copper plated BBs and .177 pellets real easy though, any thoughts on this?
 
Two words "Gun Shop"

You can use bird shot in the bags.
Do you know any skeet or Trap shooters ?
They would know who has the best price.

BBs will rust. If you can't find at a gun shop, or the price is too high, try this link, get size BB (others sizes are too small, will come out of the weight bags unless yours are neoprene.
Precision Reloading: Lead Shot
 
Copper density is smaller than lead, by about 20%, so you need more volume for the same weight on land. Because of more volume, it will be less negative in water even if dry weight is the same. The end effects are compounded.
 
Try a reloading supply store. There's one in Green Bay called Bertrands located at 419 N Broadway, Green Bay, WI 54303. Info provided by google.
