Best Sight-Seeing/Diving place in Caribbean for honeymoon?

Fiance and I are getting married May 30th. We're wanting to go somewhere in the Caribbean and stay at an all-inclusive resort. Diving is NOT the primary focus, we just want some place where we'll be able to dive occasionally and still explore the island, so some place safe is wanted. We're also not wanting to spend a lot, so some places are out of the question!

So in short.

1. Safe Island
2. Decent Diving
3. Cheap!

Any suggestions!!

possibly Southern Belize - IDK about flight costs from your area though.
Aruba? or Curacao...but the only AI on Curacao is Sunscape.
