How often do posters ask this same old question? If you actually want accurate advice, you need to qualify your question. The more you stipulate your requirements/likes/dislikes, the better the recommendations you will receive. Try including some of these points.
1) WHEN: Many locations are seasonal. By stipulating when you plan to travel, narrows down your options. Factors such as visibility, water temp, marine life, pricing etc can all change depending on the time of year.
2) DEPARTURE CITY: Where you are traveling FROM has a huge bearing on the cost and convenience of your trip. While a destination might be a single, cheap non stop flight from say New York, it might be expensive and involve multiple stops/changes from Vancouver.
3) INTERESTS: What do you want to see underwater. Wrecks? Walls? Large marine life? Healthy reef. Also what do you want to do above the water? When not diving do you want adventure in a jungle, or nightlife in a casino. What would non diving travel partners/family like to do.
4) BUDGET: How much do you want to spend? Total budget inclusive of diving, flights, food and accommodation? Don't ask for the best diving destination for a week if your total budget is $1000. Be realistic.

These are just a few points that will help others help you on this forum.

I was recently thinking of something like this regarding to when. There are plenty of boards here for places which offer good diving possibilities. And people can always use them to get started on their search and in terms of accessibility they'll also have an idea of where it's easier to go.
What I think sometimes it's harder is to know when to go. It would be interesting to have a calendar with the destinations showing maybe in different colours for when it's best to go, good, so-so or avoid.
