Can't help you about Key West resorts, but can suggest you look a bit further north for diving. Looe Key is a very nice site accessible from Big Pine Key (about 30 mi north). A bit further is Sombrero Light, off the south end of Marathon (Marathon is at mile 50). Both are part of the Marine Park system in the Keys. Haven't been diving off Key West, but the word on these boards has been that it's not nearly as good as elsewhere on the Keys. Hope this helps.

Take a look at the Pier House Resort and Caribbean Spa. It is located at the foot of Duval Street. We stayed there a couple of years ago. Good place, and great location. However, the diving IS better up the Keys.
