I am looking at going for a weeks dive vacation. I am looking for a place in the Caribbean or Central America because of the flying time from Toronto. I will be diving with my son for his final dive for Padi certificate. My wife will be joining us and requires 5 star accommodations. I don't want to spend a fortune, any recommendations?

"5 star" accomodations limits your choices a bit. I am guessing she doesn't do any water sports, right? Check to see if you can get flights to a couple of places - Grand Cayman, Curacao, Turks & Caicos. All of those have more upscale accomodations and good diving. They aren't going to be cheap though.
Cozumel has a couple of places - Cozumel Palace and El Presidente. Either of those might meet her needs. They might be more in your price range. Also, over on the mainland Mexico in Riviera Maya (Playa del Carmen, Tulum, etc.) there are several 5 star resorts. I would check those out and see if she approves.
