Could be a rough storm season for Caribbean & Mexico.
Several MX agencies are saying at least 29 tropical storms for the '04 season; 15 to 19 on the Pacific side & 14 to 19 on the Gulf side. On the Caribbean side, 4-5 are expected to be Cat 4 or 5 and 7 Cat 3.
