Good posts. My wife and I are also looking to take a dive trip to DR. Do you need a rental car?

It depends where you go. If you come to Bayahibe, the dive shops are walking distance, if you are in Dominicus area (5 minutes from Bayahibe) the dive shops usually provide free transportation. The rest of the island is probably the same. If you want to have the car just because of diving, then you don't need one. If you want to explore the area, rent a car just for a day you want to go for a trip, renting it for the whole time I don't think is necessary.
    Happy diving Vlad

we certainly had no use for a vehicle in sosua or in playa dorada. i personally would be very cautious about driving in DR. those guys are all crazy on the roads !! lol
